Urban Programme Manager
PURPOSE OF POSITION
The purpose of the position is to provide leadership, technical/programmatic and administrative management and ensure that all program interventions are strategic and effective and meet desired goals and objectives. The manager will be responsible for ensuring that appropriate structures, staffing, management and resources are available, and policies adhered to and correspond to the standards set by the WV partnership ministry directions.
MAJOR RESPONSIBILITIES:
Leadership and operationalization of AIPs:
Work as a leader of urban programme teams in AIP RawalpindiOperational in charge of Area integrated programme RawalpindiOperationalize and update national urban strategyOversee coordination between program staff, support departments and technical sectorsEnsure that recruitment of staff follow HR recruitment policies and guidelinesContribute to the long-term WV Pakistan strategic planning processSuccessfully contribute towards implementation of the Country Strategy within Pakistan.Networking – Representation – Liaisoning:
Support coalitions/ partnership with like-minded stakeholders to influence the Government for affirmative actionLiaise about urban programming with Govt. and other stake holders to build rapportCapacity Building:
Capacity Building of Partners and WV Staff on urban program and strategy alignmentTechnical inputs for Alignment and integration of urban programme with rural interventions of WV and partners where and as neededProgram Management:
Overseeing the Design, Monitoring and evaluation of the projects with urban lensExploring New areas of intervention and identifying Implementing partnersFacilitate the programmes team for designing of Urban projects and Secure FundingFinancial Management:
Financial Management & effective utilization of BudgetsRegional Engagement:
Technical support to Regional/SO - CVA/CHN/Climate Change/Urban development teams for the development of models of programme implementationEnsure Effective communication with MERO/SO/GC for advocacy opportunities & fundingsPREFERRED SKILLS, KNOWLEDGE AND EXPERIENCE:
Masters degree/University degree in Social Sciences preferably in Law with minimum of 7 years of experience with at least 3 years at the management level. Knowledge of Human Rights, relevant chapters of International Humanitarian Law, Refugee Law, the Convention of the Rights of the ChildKnowledge of the codes of conduct , the Humanitarian Charter, The Sphere ProjectRequires demonstrated well-developed knowledge and sensitivity of cross-cultural communication and dynamics.Requires proven experiences in HEA & Development workMust be fluent in English and have strong written and oral communication skills.
